Authority can never be destroyed;  it will always be needed, even in the ideal of decentralized situations.  But it can be shared, it must be shared.  If the government is to be effective on the human level it must organize itself most efficiently, taking advantage of the immense human resources it has within its membership, allowing that membership to express itself freely and with a sense of being heard.
