We hope to avail the nation of those talents which nature has sown as liberally among the poor as the rich, but which perish without use, if not sought for and cultivated.

From: “Notes On Virginia“
[Wealth normally creates its own opportunities. The rich have little need of aid in order to demonstrate their talents. The poor, more so. And since there are far more poor, there is far more potential national gain by seeking and cultivating the talented poor. This does not mean to otherwise restrain the rich – to hold them back, but rather to assist the poor with a “more” level playing field on which to demonstrate talent. — kmab]
